Yes way. In that verse where he says it's his last album he's still on drugs. Only after he realizes he needs to flush them is where he gets the energy to say "outdo Relapse with Recovery". In your scenario, you're saying he thought Relapse is going to be his last album, but that was his comeback album. And he was already off drugs for it.

He even planned to release 2 Relapse albums. And you can't ignore the fact he's still on drugs when he talks about putting out one last album.

Saying "outdo Relapse with Recovery, Mathers LP2..." is a fancy way of saying "every album since then has been better than the one before. He's saying he went on to keep getting better and better, instead of drowning in drugs and misery.
