Biggest reason id say was that Master P bought snoop from death row for several millions and also gave snoop a million for a deal. That's why Snoop always speaks so highly on Master P. Dre couldn't of done something like that at the time, and I believe Dre and Jimmy also had to make some kind of agreement not to sign death row artist after starting up aftermath.
