Em's intricacy alone, something that's actually advanced in recent years, would cement him a permanent place in that top 10. If you mean "rapper" as someone who's able to craft a song that involves rap and is enjoyable to listen to then no, he wouldn't even break the top 100. Actually, you could do a vague search on youtube and find dozens of internet rappers who would outrank him in the latter category.
