He's saying people sign up, but their heart isn't in it.

Why engage in that type of organsation if you aren't 100% dedicated, it's bigger than finance and general occupations, it's a responsibility, you're a protector of the people. You may see it as noble, but it's out of desperation they do it, and they may not possess the same amount of passion or diligence as the people who take their job more serious.

Of course, I understand I was almost in that situation and I know many that sign up just cause they don't know there future and they get pressured to, I didn't sign up, I found another option, I want to pursue, a lot of people can't see another option or don't have one , I hope your not taking it wrong when I say, I find it noble to sign up, it's the courage to sign to something and you know that your life is in the balance is what I find noble in the signing up part
