    You know, that's an interesting question, it kinda depends on what you consider. I think he is right there with them in terms of "presence" or "awareness" in mainstream media, we just don't know how deep it goes internationally.

    If we're talking like a power index, how well their popularity & awareness & fanbase transfers over to support and sales, then I think he's not on their same level. If Chance were to consistently release albums for sale, I think (A: a lot of fans would go to buy it for loyalty and curiosity, but also a lot wouldn't because they would see him as hypocritical, so he doesn't reach their level). Cole/Drake/Kendrick have huge fanbases, awareness, and all eyes are on them. I think Chance is a tier below them.

    It's probably something like this [based off of how well they sell and skill/reputation ]:
    *heavily relying on consistency of sales/streams

    tier 1 - Drake - Cole - Kendrick - Eminem - Hov (if he chooses to release again) - Kanye
    tier 2 - Nicki - Chance - Future - Rick Ross - Big Sean - Wale

    I didn't put too much thought into this, I'm sure they can be broken up differently or involve others
