To me the best verse is often determined by the rapper who had the best lyrics, better flows, etc, there's a lot of things to take into consideration... but when someone has the best quotable or the most quoted verse, he automatically wins. Just my opinion

When you think about it, Eminem was supposed to be the highlight of the song... Forever dropped after the hate eminem got for rapping with an accent on his "come back album" and that verse was everything people expected to hear from the most popular rapper of all time; him rapping with his normal voice and bodying everybody with his flow


...yet most people was quoting Drake's verse.
