    This is tough for me man. Biggie has such presence embedded in his voice, his flow is instantly recognizable when another rapper does it. Jay Z has an inflection in his voice that no other rapper has, his flows work both on gritty tracks and more Vol.2 mainstream hits. Overall, I'm going with Jay Z - we never got to see all of Biggie, so it's not fair.

    The fact that Biggie was 24 when he died and already had a better flow than Jay-Z at 26 says a lot.

    Errr... Jay didn't improve lyrically since Reasonable Doubt, so I'm not sure what you're trying to get at.
