May 29, 2016 Collateral damage is and has always been a very unfortunate consequence of war... it's not a war crime. Targeting and killing relatives of enemy combatants and torturing enemy combatants are war crimes per International Law and the Geneva Convention.

But his only DEFINITIVE statement pre-Iraq War was in support; he wasn't a vocal critic until after things went south.
