I'm talking about, for example, Kendrick or Drake, that can actually construct full and consistent projects without problems, and make any type of music. And technical skill doesn't makes music sonically worse. In fact, s--- makes it better. Prime Eminem complex rhyme schemes and flow were the reason why his songs are so catchy and musical even today. The thing is when the artists don't know how to use it and take the path of being a "Lyrical Miracle" rapper. That's the case of Em.
