    there have been nearly 600 people killed by police in barely over 6 months of 2016. It's worse than you realize.

    also lets cut the bs, out of those 600 killings, there might be 10% innocents ... if someone just as much touched a gun, i would k--- the s--- out of him if he was the blackest person on earth

    Police can't be prosectued as individuals if they don't hold some individual agency, worse yet if the departments are inherently racist then they would neve be prosecuted.

    Actually its not. Take a look at NYPD or LAPD. Two of the most racist police departments in America. It's embedded within those departments. They will never get rid of the filth or the corruption within those departments. It's not on an individual level.

    your teacher example is different. When there is an example of a teacher molesting students, the other teachers do not investigate the suspect. Cops do.

    Cops investigate themselves when things like this happen, i think that is a big problem. And when a police department has a long history of racism - you can call that department racist, fairly.

    1. Police officers are rarely indicted and almost never convicted.
    2. Any convictions that have historically taken place have caused no institutional change.

    Of course they can be prosecuted as individuals; the conversation we were having was about how police are/should be perceived in America more broadly, and about whether the action of "a few" (lol) necessitate institutional change. Keep up.

    That his suggestion for a solution is useless because:

    1. Departments have always had this problem of police abuse but have always, always refused meaningful steps to clean themselves up
    2. In the rare cases convictions are won, they have zero palpable effect on the way police departments interact with the communities they're charged to protect. It was a direct response. Keep up.

    I agreed that the institution has a history of racism, but I don't think you can say that today as easily. Listen to Bill Bratton, Edward Flynn, or any number of police leaders around the country and tell me they run racist organizations.

    Guys, rewatch The Wire. This is an institutional issue. Individuals compose institutions. It's been decades/centuries of brutality toward black Americans. Individuals may be good of heart, but they're often unwittingly contributing to a system that negatively treats entire sects of society.

    So, institutional bias is manifested through years of bias and discrimination. It also manifests in policies that result in the death of innocent black people. After awhile, individuals react with their own version of hostility and bloodshed. (also why we see looting/race riots occurring throughout the 20th century)
