Honestly, I believe the government is already favouring the blacks there by providing certain privileges to the community and reserving 80% of the jobs for them among many other things Forcefully taking someone's land when they did nothing wrong based solely on their race by the bureaucratic authorities isn't morally justified by any standards. I mean, let us be honest, the bureaucrats would take most of the land for themselves and then filter out some portion to the people actually in need. Though yet again, I admit to not know the african politics too well being a guy from south east Asia, specifically India
