I would say the 3% chance of birth defects without added risks would be the norm, considering that's like 90% of births worldwide, and by definition normal means the expected or what most people do (whether that'd be in cultural or in science). So if that 3% chance of birth defect is scientifically "normal", then the 6% chance is not the norm. Again, the word "normal" is hard to debate, because I understand it is culturally normal in a lot of places, Alls I'm saying is it's not the same as a non-incest birth, thus technically making it not normal scientifically speaking.
