    tupac just cos other stuff like his political views and his work in that field if you wanna call it that and the whole legend and character behind him with him dying and what not

    as an actual rapper i can see biggie in a top 3 small catalog or not noone could really do it like him tupac imo is nowhere near top 20 if we're talking about music
